The Fleming Town Council met for their regular monthly meeting on Wednesday, Aug. 10, 2022 at the Fleming Town Hall. The meeting was called to order by Mayor Stefan Betley at 6:30 p.m. The following council members were present: Cathy Castillo, Suzanne Wales, Alex Gapter and Bonnie Jackson. Andrew Muller and Bill Langridge were absent. Also Present were Lewis Frank, Keith Beck (left at 7:11 p.m.), Joelle Gapter, Michelle Asfeld, Grace Rossignol (left at 7:39 p.m.), Tola, Mathias and Felicity Wales, Michelle Fox (left at 7:40 p.m.) and Eric Helland (left at 7:40 p.m.).
Additions/Corrections to the Agenda: Hearing no additions/corrections to the agenda, it was moved and seconded to accept the agenda as printed, all voted and the motion passed.
Public Comment: No public comment.
Media Relations Coordinator Report: J. Gapter updated the Council about the status of the GOCO Grant. A GOCO representative will be in Fleming on Sept. 9 to meet with interested parties.
Consent Agenda: A motion was made and seconded to approve the Consent Agenda, all voted and the motion passed.
Treasurer’s Report: Frank presented the Treasurer’s Report. It was moved and seconded to approve the Treasurer’s Report, all voted and the motion passed.
Clerk’s Report: Asfeld reported on the mailing fee for the utility bills. Each postcard costs 22 cents and a postcard stamp is 44 cents, for a total mailing fee of 66 cents per bill. The mailing fee has not been increased in 31 years.
Electric: Beck reported that a much-needed order of transformers will be delivered this month.
Water Report: Beck reported that they have been trenching the water line for the splash pad. The trenching is complete and the pipe is in place. They will test the water line and then fill in the trench.
Sewer Report: Nothing to report.
Streets: The Maintenance department will forego grading the streets due to the current dry conditions.
Health and Safety: Work on the fire hydrant at the elevator will possibly begin in the next few weeks. Several new street signs have been delivered and they will be installed as time permits.
Action Items: Beck made a request on behalf of the Fleming Historical Society for financial assistance to perform maintenance on the depot, specifically repair the facia and paint some windows.
Splash pad design – 21 designs were submitted for the base of the splash pad. The Council was pleased to see the community’s interest and appreciated everyone who submitted a design. The Council members voted for their top three designs, from the top three designs, they voted for their first choice. The first-choice design was created by the Wales family.
Resolution #3-2022 – A Resolution to submit a ballot question to the citizens of the Town of Fleming changing the regular municipal election from April to November to coincide with the county election. A motion was made and seconded to accept Resolution #3-2022, all voted and the motion passed.
Review Job Descriptions - The Council reviewed job descriptions for the Treasurer, Town Librarian and Media Relations Coordinator. It was noted to remove the “bookmobile” and “CD ROM” from the job description of the Town Librarian. The updated job description will be approved at the September council meeting.
Upcoming Events: CML meeting in Brush on Sept. 7. Town Council Work Session, Sept. 9 at 5:30 p.m. at the Fleming Town Hall. Town Council Meeting, Sept. 14 at 6:30 p.m. at the Fleming Town Hall.
