Town of Fleming officials presented with remote meter reading system

The Fleming Town Council met for their regular monthly meeting on Tuesday, Sept. 8 at the Fleming Community Center. The meeting was called to order by Mayor, Susan Einspahr at 6 p.m. The following council members were present: Stefan Betley, DeeAnn Christopher (arrived at 6:19 p.m.), Nancy Glaspie, John Stone, Levi Lowe and Ken MacCrone. Also Present were Clay Gorman and Michelle Asfeld.

Additions/corrections to the agenda: the Agenda was amended to show Ordinance #5-2020 was the third reading. A motion was made and seconded to approve the agenda as amended, all voted and the motion passed.

Consent agenda: a motion made and seconded to approve the consent agenda, all voted and the motion passed.

Treasurer’s Report: Gorman presented the Treasurer’s Report. The General Fund contains $120,717.84, Electric $210,149.78, Water $74,379.49, Sewer $-2,715.95 for a NOW Account total of $402,531.16. The MMA balance is $2,540.00 and the CTF balance is $9,419.35 for a total of $414,490.51 in all accounts. Gorman told the Council that the Town is still waiting for funds from Colorado Rural Water. Gorman discussed the budget to date and asked the Council to think about what are some of the needs for the town. The Council set a budget planning session for Sept. 29 at 6:30 p.m. MEAN representative, Carol Brehm met with Gorman and Asfeld about Advanced Metering Infrastructure system using a remote meter reading for utility bills. Brehm will send out information on the cost of this program. The Council discussed the Viaero cell phone contact. Einspahr asked Stone and Beck to visit with Viaero about the existing plan. A motion was made and seconded to approve the Treasurer’s Report, all voted and the motion passed.

A motion was made and seconded to reestablish the Certificate of Deposit for $261,895.49 for three months, all voted and the motion passed.

Clerk’s Report: Asfeld gave an update on the November ballot questions.

Electric Report: Einspahr will put a list together for Beck to accomplish. The Council would like to see the leaning electric poles straightened. Safety clothing was discussed.

Water Report: The CIRSA Engineer is still working on the Town’s claim for the skunk in the transformer and well repairs.

Sewer Report: Einspahr discussed grass seed and the gate at the new sewer facility.

Streets: The potholes on the paved streets have been filled. The Council would like Beck to put a sign out about street sweeping hours.

Health and Safety: The Town Attorney, Kelly Lowery, will be contacted for input on zoning and animal control ordinances and a resolution for compliance.

Action Items: A motion was made and seconded to approve Bully’s Pub & Grub Liquor License Renewal Application, all in favor by voice vote and the motion passed.

A motion was made and seconded to approve Planning and Zoning Ordinance #5-2020 on the final reading, all voted and the motion passed.

A motion was made and seconded to accept the 2021 CIRSA Property/Casualty Preliminary Insurance Quote, all voted and the motion passed.

A motion was made and seconded to accept the 2021 CIRSA Workman’s Compensation Preliminary Insurance Quote, all voted and the motion passed.

Discussion Items: Betley asked Asfeld to contact the company designing the Town of Fleming website for training purposes.

The Council asked Gorman to continue contacting the railroad to have them pick up their used railroad ties.
