    The Office of the Phillips County Clerk and Recorder would like to remind voters that ballots were mailed Monday, Oct. 17 and individual landowners who are active registered voters in Phillips County will receive both a regular ballot and a landowner ballot for this election.     13 Years Ago Oct. 27, 1937 Fred Fillenberg, farmer southwest of Haxtun, reported the theft of 40 to 50 fine Buff Orpington pullets from his place to the sheriff's office in Logan County Monday.
