    Phillips County Fair organizers recently announced the schedule for the July 25-31 fair, and the week is packed with events and competitions for the whole family at the fairgrounds in Holyoke.     A large crowd filled Phillips County Event Center in Holyoke on Saturday, Jan. 29, to support A Caring Pregnancy Resource Center of Northeast Colorado at one of four "Blazin' the Trail" fundraising banquets in the region last weekend.     Phillips County Board of Commissioners accepted the recommendation by the Phillips County Board of Adjustment to approve a conditional use permit for Weldco Farms, LLC with 20 conditions. The motion passed 2-1 in a roll call vote, with Don Lock and Terry Hofmeister in favor and Harlan Stern against.
